WORLD CHALLENGE DAY

The Association For International Sport for All

TAFISA World Challenge Day is a friendly competition in Sport for All to promote physical activity around the world. It is a truly global event with millions of participants from around 50 countries all being active for at least 15 minutes on the last Wednesday in May every year.

Since 2011, World Challenge Day was incorporated into the TAFISA Triple AC Program, which was launched in November 2011 with the support of the IOC at the 22nd World Congress. Join in the fun and help to make this year even bigger and better than ever!

Registration

For TAFISA Members, registration is a two step process:

  1. Complete and return the Member Registration of Interest Form by Friday 9th March (attached).

  1. Forward the Community Registration Form to at least one community and discuss with them how they can be involved. The community should then complete and return the Community Registration Form by Monday 16th April.

Of course, TAFISA welcomes as many communities to take part in World Challenge Day as possible, however having at least community from every TAFISA member country participate would be an excellent result!

El día mundial del desafío de TAFISA es una competición deportiva amistosa cuyo objeto es promover la actividad física en todo el mundo. Es un acontecimiento verdaderamente global con millones de participantes de alrededor 50 países con por lo menos 15 minutos activos el ultimo miércoles de mayo cada año.

Desde 2011, el día del desafío del mundo fue incorporado en el programa triple de actividades de TAFISA, que fue puesto en marcha en noviembre de 2011 con la ayuda del COI en el 22avo congreso del mundo. ¡inscríbase en la competición y ayude a hacer este año incluso más grande y mejor que nunca!

On August 26, 2011, between 1700 hrs and 1900 hrs, in Niteroi-RJ, Brazil, the Founding Congress of the World Judo Federation (WJF) was conducted, including the approval of Statutes and the election of its First Board of Directors (2011/2015).

Founding National Members who were present or represented at the Congress were: Argentina, Australia, Brazil, Bolivia, Chile, Spain, United States, Dominican Republic, Panama, Romania, Sweden, and Venezuela.

Mr. David Gordge was elected Vice-President (Oceania),Mr. Paul Dubois representing Brazil Vice-President (America), Dr. Paul Hoglund representing Sweden was elected Vice-President (Europe), Mr. Jaime Casanova representing the Dominican Republic was elected President of the WJF, Mr. Bruce Bethers representing the United States was elected the General Secretary, Mr. Alejandro Giulianorepresenting Chile was elected Sport Director  and Mr. Carlos Diaz  representing Venezuela was elected Referee Directors  for WJF.

 

Mr. Jaime Casanova representing the Dominican Republic was elected President of the WJF. Mr. Paul Dubois representing Brazil was elected the Vice-President (America) and also the Treasurer. Mr. Bruce Bethers representing the United States was elected the General Secretary, Dr. Paul Hoglund representing Sweden was elected Vice-President (Europe), Mr. David Gordge was elected Vice-President (Oceania) and Mr. Jose Manuel Garcia representing Spain was elected Education and Coaching Director. Also conducted on 26 August were the Technical and Clinical Congress of Arbitration, from 1900 hrs to 2200 hrs, under the responsibility of Mr. Carlos Diaz and Mr. Alejandro Giuliano, respectively Sports and Referee Directors were elected for WJF.

THE COURT OF ARBITRATION FOR SPORT (CAS)

ANNULS THE SUSPENSION OF THE CHINESE JUDOKA WEN TONG

DUE TO A PROCEDURAL FAILURE

 
Laussane,23 February 2011- The court of Arbitration for Sport (CAS) has upheld the appeal filed by the Chinese judoka Wen Tong against the decision of the International Judo Federation (IJF) dated 4 April 2010, pursuant to which a two-year ban was imposed on the athlete following a positive doping test for clenbuterol.

Wen Tong, the current Olympic champion in the Women’s 78+kg category, took part in the IJF World Judo Championships in Rotterdam on 30 August 2009, where she won the gold medal in her weight category. The same day, following the competition, the athlete provided a doping control sample. On 8 September 2009, the athlete’s A sample tested positive for clenbuterol (anabolic agent). Then, the athlete first requested the opening and analysis of the B sample.

However, in November 2009, following the advice of the Chinese Judo Association, the athlete withdrew her request to have the B sample analysed. On 25 November 2009, the IJF nevertheless had the athlete’s B sample tested, without informing her or offering her an opportunity to attend herself or through a representative. The B sample also tested positive for clenbuterol. On 4 April 2010, the IJF Executive Board imposed a two year suspension on Wen Tong.

On 6 July 2010, Wen Tong filed an appeal at the CAS requesting the annulment of the suspension. This matter was submitted to a panel of CAS arbitrators composed of Mr Ercus Stewart SC, Ireland (President), Mr Michele Bernasconi, Switzerland and Dr Hans Nater, Switzerland (arbitrators).

The CAS Panel noted that the athlete was not given the opportunity to be present herself and/or by her representative for the opening and testing of the B sample. The CAS Panel recognised that the right of the athlete to be present applies whenever the B sample is analysed, irrespective of who asks for it. Considering that the B sample analytical results could not validly confirm the  A sample analytical results, the CAS Panel stated that “no doping violation has been established pursuant to Article 2.1.2 of the 2009 IJF Anti-doping Regulations”.

 Accordingly, the CAS annulled the IJF’s decision because the athlete was not given the opportunity to be present herself, or by her representative, for the opening and testing of the B sample, in violation of Articles 7.1.4 and 7.1.6 of the 2009 IJF Anti-doping Regulations.

Judo Renaissance Movement

Mr. Yasuhiro Yamashita, an unbeaten Judo champion with a long and distinguished international career, has been somewhat quiet on the world Judo scene since he completed his term as a director of the International Judo Federation (IJF) in 2007. Gotaro Ogawa, Editor-in-Chief of this website, interviewed Mr. Yamashita regarding his recent activities and views on current trends in international Judo. From Mr. Yamashita's comments, it quickly became apparent that his passion for Judo is as strong as ever.

In the interview, Mr. Yamashita talks about his current leadership of "Judo Renaissance," a movement in Japan to relearn the teaching of Grand Master Jigoro Kano. Behind the renaissance movement, one may discern some challenges currently faced by Judo in Japan. Mr. Yamashita also expresses concern regarding certain aspects of recent trends in international Judo.
A Profile of Mr. Yasuhiro Yamashita
Born in 1957. The youngest winner in Japanese history of the All Japan Judo Championship in 1977 (at the age of 19 years and 11months). Japan's Champion for nine consecutive years since then. Winner of three World Judo Championships in 1979, 1981 and 1983 (open weight category ). Gold Medalist in the Los Angels Olympics in 1984 (open weight category ). Until retirement from active competition after the victory in the 1985 Japan Championship, he won 203 matches unbeaten at home and abroad with only seven draws. Served as Director of IJF in charge of education and coaching (2003-2007). Major current jobs include head of the Faculty of Physical Education at Tokai University, President and founder of the Non Profit Organization "The Solidarity of International Judo Education", and Member of the Board of the All Japan Judo Federation.
Promoting a Judo Renaissance Movement in Japan
 
Ogawa: Mr. Yamashita, I believe that many Judo players around the world would be interested in knowing what you have been doing recently.
Yamashita: Since the Sydney Olympic Games of 2000, I have been working hard to promote a "Judo Renaissance" movement which aims at realizing the ideals of Mr. Jigoro Kano, founder and Grand Master of Judo. As you know, Grand Master Kano founded Judo by integrating various forms of martial arts - that aimed to capture or vanquish the opponent - into a new discipline. The purpose of the new discipline was to develop human education consisting of physical exercise and the formation of a sound balance between the body and the soul. However, we see a lot of problems in the recent situation of Japanese Judo. For instance, it appears that the main objective of Judo players is just to win a match, or to win by all means. This has resulted in an attitude which places primary importance on the outcome of matches. As a result, the manners and morals of Judo have been neglected. Grand Master Kano taught that in Judo, the opponent is not an enemy: the opponent is someone to be respected. However, looking at today's Jd. In addition, the manners of both participants and spectators have worsened. At that time, I strongly warned Judo authorities about the situation.
At the turn of the new century, in 2001, the Kodokan and the All Japan Judo Federation jointly launched a Judo Renaissance Movement comprising four committees. I was nominated, and accepted, the chair of one of the committees. Later the four committees were amalgamated into one, which I lead today.
I consider that the practice of Judo is solely for the education of a human being. Judo literally means the "way(dô)" of flexibility(ju) because the effect of exercise can be quite useful in one's daily life and meaningful in one's life as a whole. In Judo education, to have consideration for other people is an important qualification to acquire. By pursuing Judo practice, one is supposed to learn such courtesies as offering a seat to others in trains, or to assist someone carrying a heavy bag - or to stop someone bullying others. If you see someone who has lost a match or who failed to be selected for competitions, you should feel compassion for him or her. On the other hand, it is important for Judo practitioners to exert efforts in order to be able to set up an objective and act accordingly, to have the will to become strong and work hard through well-considered methodologies, and make efforts to cooperate with others in order to achieve better conditions in society. These are the lessons taught by Founder Kano under the principles of ?Seiryoku Zenyo(the best use of energy)? and ?Jita Kyoei(co-prosperity)?.
We have obtained some positive results in the renaissance movement. For instance, we see much cleaner sports halls after matches. However, we have only come halfway, and we must continue our efforts.
Busy with Youth Education, International Exchanges, Obligations as Faculty Head at Tokai University

Yamashita: Currently, I am engaged in a number of projects, but not only in Judo. I am involved in youth education in sports in general. I am president of the Athletic Association of Kanagawa Prefecture and my main task in this regard is to spread the spirit of fair play in daily life. The Olympic Games is the supreme athletic event. Baron de Coubertin's objective was to develop a sound body and sound spirit - the same ideal as that promoted by Grand Master Kano - and I understand that Baron de Coubertin and Grand Master Kano enjoyed good personal relations.
From 2003, I served on the IJF Board as education and coaching director. In 2007, however, I was soundly defeated in the IJF Board reelection process - after never having been defeated in Judo matches. Many people thought I must have been very disappointed, or kindly expressed regret about me no longer playing an active international role. However, from my perspective, I feel content. With the experience I gained as an IJF board member, I established a non-profit organization, "The Solidarity of International Judo Education", and continue to work actively in international exchanges through Judo. This is not a large organization, but I am engaged in Judo exchanges with Russia - through my very close personal relations with Russian Prime Minister Putin - and with China. Through this organization, I also extend cooperation and assistance in Judo to other countries. For me, this is very worthwhile work.
Another important job for me now is my mission as a professor at the University of Tokai. Recently, I was appointed as head of the Faculty of Physical Education which comprises about 60 teaching staff, 15 clerical staff and 2,000 students. This is my major professional job now and it keeps me quite busy.
Concerned about Commercialization of International Judo

Ogawa: In international Judo, new policies such as "Grand Slam" tournaments have been introduced. What do you think about this?
Yamashita: In 2004 when I was an IJF board member, a junior competitor who won 3rd place in the Paris International Tournament took off his Judo top and, half naked, waved it around in the air out of exaltation. His action resulted in his disqualification. There were a lot of arguments about this in the meeting I convened afterwards. Some argued as follows: "For Judo players, to win is their life objective. If such action is tolerated in soccer games, why can't it be allowed in Judo?" "Such performances attract public and media attention, which is not a bad thing for promoting Judo."
Others argued: "Many children and young athletes come to watch sports events. Those youngsters imitate the behavior of the champions they admire." "Media and the public tend to look to eye-catching performances rather than focusing on correct behavior." "Soccer is soccer. Judo is Judo." "Judo is a way of education." The latter arguments won the day, and I was happy with this.
Judo is very popular around the world. However, there are a number of poor countries or countries where the Judo environment is not well established. While the Grand Slam system has a certain merit in providing prize money, it tends towards commercialization. Top athletes enjoy the spotlight, but necessary attention is not paid to those in poor developing countries. For the sound development of world Judo, it is important that care and attention should be paid to both the upper and lower spectrums. It is necessary, therefore, to also pay heed to those learning judo in needy countries.
It is also of concern that, for some players, winning the prize (money) becomes an objective which may change the attitude of players or the people around them. In commercialized competitions, participants often tend to engage without controlling their emotions.
In conducting competitions, organizers should consider the participants. IOC President Rogge rightly referred to the importance of this point. As I myself used to be a competitor, I can well understand this: the IJF must always think of the circumstances under which players are placed when deciding how to manage competitions.
Change of Rules Must be Implemented with Sufficient Leeway of Time

Ogawa: How do you see the current rules of international competitions and quality of referees?
Yamashita: As a matter of fact, I have been concerned about this very issue - whether or not the current competition rules are sufficient. Actually, there has been criticism along the following lines: "Today's Judo resembles a wrestling fight between players wearing jackets" or "The posture of players is bad" or "Judo competitions have become much more boring". Since the Beijing Olympics, however, there has been some improvement in the rules. It is now prohibited to grab the pants of the opponent. The low posture, the head down without trying to grip the opponent is now discouraged or rectified. In Judo, players should keep a natural posture which enables them to react to any offensive act of the opponent. To take the leg of the opponent is not good, either.
Another problem is that due to the recent change of rules allowing a more liberal judgment of "Jogai", there are fewer bouts which are carried out in the center of arena. It is not easy at all for participants in the competition to adjust themselves to changes of rules in a short period of time. It takes substantial time for new rules to penetrate all corners of the world. A change of rules may be permissible once in four years or so. I am skeptical about frequent changes of rules. It is also important to allow six months or so to diffuse new rules before implementing them.
As for the quality of referees, I see an improvement thanks to a series of training programs. Recent world championships and Olympic Games testify to this. This tendency should be further promoted.
The Role of Japan is to Practice a " Beautiful Judo "

Ogawa: Mr. Yamashita, in your view, what are major challenges facing Japanese Judo today?
Yamashita: There are many people abroad who started Judo after having seen and been enchanted by superb and even artistic Judo techniques performed by Japanese Judo players. Today, however, we see few Judo players in Japan possessing techniques which can move the heart of spectators. Japan should take the lead in producing Judoka who are capable of demonstrating the inherent beauty of Judo. In order to attain that goal, it is critical to nurture such Judo players in Japan. And for that, it is necessary to broaden the base of future training in human resources.
A Judo match is combat fought between two contestants who grip each other. But it is also a discipline in which the two players are supposed to respect each other. It is, therefore, very important for Judo practitioners to put into practice in their life the strength and ability acquired through training, as well as to contribute to world peace based on the friendship acquired through international competitions and exchanges in Judo.
 

 
 

 
law.jpgTHE INTERNATIONAL COURT FOR SPORT (CAS) EMITTED A VERDICT THAT  FAVORED TO PAN AMERICAN JUDO UNION IN THE CASE PJU v. IJF.- 

The Court of arbitration for Sport (CAS) annuls an important decision of the International Judo Federation (IJF) , weeks before the transfer of IJF's Headquarters to Lausanne, resulting in the reinstatement of the Panamerican Judo Union (PJU) as the rightful continental judo confederation in America.

On  27 March 2009, the IJF decided to expel the PJU and to replace it by the newly constituted dissident Panamerican Judo Confederation (PJC).  The latter had been with the support of International Federation.   The purpose was to supplant the existing PJU, which had been in place for the last 41 years. The PJU appealed against the IJF decision before the CAS. On 11 December 2009, the CAS Panel , composed by Messrs Jan Paulsson, Quentin Byrne-Sutton and Bernard Hannotiau, upheld PJU´s appeal and annulled the IJF decision.

In substance, the Panel has come to the conclusions that the IJF Executive Commitee had no legitimacy to expel a continental union and that, in addition, there was no legal basis in the IJF regulations for such disaffiliation .   The CAS Award goes further stating that, even applying by analogy the existing IJF rules relating to the expulsion of its other members , the national federations, PJU has no commited any wrongful act which would justify its eviction from IJF.   Moreover, even assuming that there had been any grounds for exclusion, IJF would have blatantly violated the PJU´s fundamental right to be heard.

             One eloquent conclusion of the CAS award is that " the panel considers than the IJF has not come close to demonstrating that its exclusion of the PJU was carried out in a manner that allows for a determination of just case. "

              In this severe award against IJF, the Panel further highlights that " [i]f members of the PJU considered its leadership to have been deficient , it was for them to take institutionally legitimate steps to replace it.  It was not for the IJF to intervene to expel one of its members Continental Unions without due process.  Apparently the IJF and the dissident members of the PJU wanted go fast and to create a fait accompli , rather than to follow legal procedures." (emphasis added).

             As a matter of fact, PJU did not attempt to spoil its members' interests in whichever way .  In turn , the dissident national judo federation had clearly sidelined PJU and its faithful members from participating in the creation of the new PJC.   Moreover,"[v]arious NFs-possibly unaware  of the strategy employed , possibly simpathetic to the PJU at the outset -may have gradually come to the realisation that as a matter of Realpolitik it was simply too costly for them , in the interest of their own atheletes, coaches, and referees, not to fall in line with the outcome that the IJF and the dissident NFs were adamant to achieve by force" (emphasis added)     

             Eventually , the Panel did not consider to be bound by an Advisory   Opinion issued by another CAS panel during the course of this proceedings, upon application of the PanAmerican Sports Organisation (PASO). Such Advisory Opinion, Published only one month before the hearing in PJU's appeal, held that the new PJC had been validly created and the PJU had been substituted by the new PJC as a member of PASO, further to IJF's disputed decision. IJF availed itself of such Opinion did not deal with the fundamental issue of the content and the compliance of the IJF Statutes and (2) the conclusion of the Opinion regarding PASO's entitlement to validly replace PJU by PJC was contingent on the confirmation by  CAS of IJF's decisions to expel PJU and recognize PJC .   Such IJF's decision was annulled, resulting in PJU's reinstatement as the judo union for the American continent.  Therefore , the conditional affiliation of PJC to PASO no longer applies.   Finally, the CAS award points out that PASO's directives and decision are binding on its members, but only in its sphere of authority, which does not encompass the power of recognition of a continental union such as PJU.

Dear Sirs:

 Lately we’ve been analyzing the actions taken by the International Judo Federation against the best interest of this sport, leaving aside the true principle that gave life to it in 1882 by master Jigoro Kano.  

 Actions like the changes on the Olympic classification, world ranking, the elimination of koka and shido, the withdrawal of the coaches from the competition area, the illegal extension of the mandate period of the president from two (2) to six (6) years, the approval of a new statute where the democratic values are restricted and the Court of Arbitration of Sports (CAS) is ignored, the election of the presidents circle in directive positions without a democratic process of aspiration and transparent elections, the authoritarian regime and antidemocratic that the president represents, a long trail of punishable infractions in several countries, confrontation with the Continental Unions of Panamerican and Oceania, the creation of events where only European countries are profited, among other things that have taken us to a wide reflection on what represents these days the questionable and supposed development of world judo.

 Is based on the above that a group of people and countries have decided to rescue the values of Judo of master Jigoro Kano and of the small and poorest countries of the world to whom the current leaders of world Judo deny them the right to develop themselves and is for this reason that we’ve decided to create the Word Judo Federation (WJF).

 This organization, which will represent all of those countries who decide freely and democratically to join, will be based on the origins and master Jigoro Kano with an update of today’s world.

 We would like for you to send us your opinion, remarks, basically anything you may consider appropriate for this organization in benefit of the athletes, coaches, referees, technicians, leaders, etc. based on the absolute respect of the free democratic sports game and the Olympic Chart.

WORLD JUDO FEDERATION
A NEW WORLD JUDO ORGANIZATION TO BE CREATED
It is imminent the creation of a new ruling entity of world judo, which will be formed, initially, by several national federations who are not satisfied with the actions of the International Judo Federation.
For the composition of this World Judo Federation, name of the newborn organization, the creators have the support of several countries of Africa, Europe, Asia, Oceania and America.
This actions are held in consequence of the disagreements with the International Judo Federation for the changes included in the Olympic classification system, changes in the repechage system, the non recognition of the decisions made by the Court of Arbitration of Sports, disrespect of the decisions made by the Continental Unions, the approval of a new antidemocratic statute, which ignores the Court of Arbitration of Sports, among other situations without leaving aside the personal history of Mr. Marius Vizer which in any way benefits world judo.
Moreover, the violations of the former statute of the International Judo Federation were clear when illegally Mr. Marius Vizer extended his ruling period in front of this organization from 2 to six years without carrying out the necessary electoral process and the pointing out of a group of people for the Executive Committee.
The organizers of the new organization who expects to rule world judo also justify their actions on the arrogant and dictatorial attitude held by the president of the International Judo Federation Mr. Marius Vizer.  
By promoting the establishment of this new organization the ruling Committee plans to hold World senior, juvenile and infantile Championships, as well as, preparing Masters and other training and administrative activities, among other activities in benefit of world judo.
They base their organization of the total unification of several trends of world judo where federations taking part of this organization have the ability of rescuing the dissident groups of national entities.
The project is to unite all the world judo community in a democratic and developing way without exclusion and in a general way for which we will search for the recognition of the International Olympic Committee (IOC) and the General Association of International Sports Federations (AGFIS), among other organizations with a futuristic vision of this sport worldwide.
It will maintain the essence of judo according to what Master Jigoro Kano stated in its establishment in the year 1882 without leaving aside the fact that modern times demand the participation of multidisciplinary groups in order to guarantee the future of the athletes as the main body for the making of the project.
The declarations where given by the spokesperson of this new world organization assuring that the Executive Committee of the World Judo Federation will be formed by recognized personalities of this sport worldwide.
